Norwegian Cruise Lines, by an Act of Congress, has the only U.S. flagged cruise ships that are allowed to sail between the Hawaiian Islands without stopping at a foreign port. Other cruise ships stop in Vancouver or Mexico and visit the islands on longer cruises.
